Edit: Ok, I tried it again with just putting in the password with nothing else changed and I still get this message, see attachment. I thought I might have changed a few things by mistake but obviously I didn't if it happens with a fresh .cfg file.
I have gone by the first post and seems to work apart from this.

Edit2: Do any files have to be server side? Because I'm running this from my PC and this is a mates server rented from 500servers.

Ok, I just got Lapper running a server. I stopped things I didn't want to run and "stuff" but when people are racing "IS_MTC only for multiplayer hosts" keeps coming up onscreen? We are on the autocross(AU1) if that helps. I'd just like to know why it's doing this and maybe how to stop it. Thanks.

Why bring silly stuff like the devils face into this? There's no need for that. It's a serious topic and you should be able, I'm sure, to separate the crazy theories from the serious ones. Btw, what you believe is also a "conspiracy theory" because there are no hard FACTS about what happened on that day and everything is questionable.
I think George Bush is just a puppet, a face for the public to point the finger at. I think he knew something was going to happen but wasn't given the full details.
And about having respect for the people who died in the building. Don't you think it would be better for everyone if there was an independent investigation into what happened? Not having one with people who are appointed by the government. They left out WTC7 in their report, doesn't that seem strange? And even the NIST report on WTC7 says something like, even our best hypothesis has a low probability of occurring.
That sure is interesting.
They are all military exercises, conducted in NORAD and similar military stations. Not all are Command Post Exercises, some were live-fly which means actual planes in the sky chasing radar blips created by the military, but there's actually nothing physical there to see/chase.
I'm sure there are alot of exercises going on throughout the years but because the US need and excuse to invade Iran I think this could play a part in it.

The reason I'm posting this is because on previous terrorist attacks there were "exercises" and war games going on at the exact same time. Now maybe this time this is just an exercise but if something happens it cannot be classed as a coincidence like the others have been.

Have you read or heard about the Project for a New American Century? Well in the it says something similar to this, there will have to be an event similar to Pearl Harbor for a revolutionary change. It also says that the middle east will have to be controlled for the oil, starting with the invasion of Afghanistan, then Iraq, then Iran and then Syria. They, the people who wrote this P.N.A.C. document, needed an event like 9/11 to happen to justify an invasion of the middle eastern countries.

The only reason I'm putting this out there is because on 9/11 and on 7/7 there were "exercises" and war games going on at exactly the same time, so these lads planning a 5 day martial law "exercise" is something to look out for...
I think what you're lookin' for is to use the custom view and bring it outside the car, that way it'll be locked onto the car and wont move when the car turns. I'd suggest using Flipcams for this as you can set 5 different custom cams which you can change by pressing Ctrl+F12, iirc. Not sure how far you can move the camera outside the car with the custom view but I have used it before. Hope this helps.
Edit: Just noticed FlipCams uses patch X or greater so maybe you can't use it.
You can still set a custom view though but if you want to change it you have to leave the replay I think.
